Clint Magee is a veteran of the legislative process with more than two decades experience working in and around the Texas Legislature. He is a trusted friend to both lawmakers and staff alike. Prior to joining HMWK, he worked for more than 12 years in the government affairs division of Linebarger Goggan Blair & Sampson. Clint successfully advocated complex property tax policies for firm clients. Before joining the lobby, Clint was the chief of staff to a member of the Texas House where he worked for nearly 10 years serving constituents. He is a proud graduate of the University of Texas at Austin and resides in Austin, Texas.

Seth Winick
Seth Winick is a strategist who blends his skills in advocacy, management, and communications into local, state, and federal issue campaigns. Winick counsels public and private sector organizations, with a long history of nonprofit leadership. He has launched several statewide and federal advocacy organizations and managed large policy coalitions. Winick’s portfolio of clients are involved in education, technology, energy, affordable housing, and behavioral health care. He has worked extensively in public and higher education policy; including early care and education, innovative school models, assessment research and development, productivity, and classroom technology.
Seth returned to Austin in 2003 from Washington D.C. where he was managing director in the National Government Relations Office of the American Cancer Society. There he launched ACS CAN, the sister advocacy organization of one of the nation’s largest voluntary health organizations. Winick began his career as a staffer in the Texas Legislature working in both the House and Senate. He served as a chief of staff and special assistant to legislators serving on the House Appropriations and Senate Finance Committees, helping to craft three state budgets.
Seth is board Vice President of the Literacy Council of Central Texas, and is the Immediate Past President of Temple Beth Shalom where he also served as Treasurer and Vice President. He is the founding board Chair of Regarding Cancer, former Chair of the Council for At Risk Youth, and past President of Austin Voices for Education and Youth. Winick was nominated by the Leukemia and Lymphoma Society of Central Texas as a Man of the Year in 2021. Seth received his bachelor of science from the Bob Shieffer College of Communication at Texas Christian University.
John Kroll
John Kroll manages the firm’s tax and real estate development practice. He has worked extensively on business activity, franchise and sales and use taxes in addition to real estate development projects throughout the United States. Mr. Kroll has appeared as an invited expert on tax issues before members of Congress, the National Conference of State Legislatures and regularly provides testimony before the Texas Legislature.
John has represented a variety of local and national clients before the Texas Legislature over the past two decades. He has extensive experience in tax incentive and project development finance. He holds an Economic Development Finance Professional (EDFP) certification from the National Development Council and has conducted site selection, tax incentive and project financing for small and large projects throughout the United States. Kroll creates special financing districts at the local and state level for a variety of commercial and residential real estate development projects. John also developed an economic and fiscal impact model for suburban and rural projects that is has been used by multiple organizations throughout the United States. He has secured millions of local and state tax incentives for his private sector clients.
Mr. Kroll lives with his family in Dripping Springs, Texas, where he is a 5th generation resident. He is a graduate of the Hankamer School of Business at Baylor University where he received degrees in Finance and Economics. Mr. Kroll served as a member of the Dripping Springs City Council for 8 years and on the Board of the Greater San Marcos Partnership economic development organization for 4 years. He is an active member of the Texas Economic Development Council, the Dripping Springs Chamber of Commerce and served on the Board of Directors of the Texas Lyceum for 7 years.
Anthony Haley
Anthony Haley provides strategic advice to businesses, nonprofits, and local governments. Haley has worked for 32 years in leading roles at the Texas Capitol. He has worked for Republicans and Democrats in the House, Senate, and Supreme Court. Haley began his practice in 2000 and founded HMWK in 2004. His diverse practice includes the areas of health care, judiciary and civil jurisprudence, energy, transportation, human services, urban affairs, economic development, tourism, and gaming.
Prior to public affairs consulting, Haley worked as Vice President for University Relations at Texas Southern University. Anthony has served as Chief of Staff to State Senator Rodney Ellis. Supreme Court Chief Justice Tom Phillips appointed Haley as Director of the Texas Commission on Judicial Efficiency under the chairmanship of Baylor University Chancellor Dr. Herbert Reynolds. He served as Director of a joint House-Senate select committee. Haley began his political career in the House as Representative Garnet Coleman’s Chief of Staff.
Haley was an Adjunct Professor at Texas Tech University School of Law, where he taught courses on the legislative process. He guest lectures at the Bush School of Government and Public Service. Anthony has served on the faculty of the UT School of Law Advanced Texas Administrative Law Seminar. Haley is a Director on the Board of the Center for Civic and Public Policy Improvement. He served as Secretary of the Board of Central Health (Travis County Healthcare District). Haley is a past Board member for KLRU-TV, New Milestones Foundation, SIMS Foundation, Central Texas African American Family Support Conference, and Regarding Cancer.
He is blessed to be the father of two children.
